Aggrey Kibenge
Under-Secretary, Ministry of Education and Sports of Uganda
Aggrey Kibenge is Under-Secretary at the Ministry of Education and Sports of Uganda. He has over 25 years of experience in administration, having crossed from teaching into the administrative cadre, mostly at the Ministry of Education (1993-2012 and 2016-2019). He had a brief stint as Under Secretary at the Ministry of Tourism, Wildlife and Antiquities (2012) and at the Office of the Prime Minister (2012-2016) before returning to the Ministry of Education and Sports where he serves to date.
In the early years of service, Aggrey was the Education Ministry’s Focal Point for the Inter Governmental Authority on Development (IGAD) and a consultant for UNHCR on a programme for the promotion of environmental education in refugee schools in Northern Uganda. Recently, he chaired the Ministry’s Task Team that developed the Education Response Plan for Refugees and Host Communities in Uganda (September 2018), with support from Education Cannot Wait. This Plan is the first of its kind in Africa and the world at large.
Aggrey Kibenge holds a BA in Education and a Masters degree in Public Administration and Management.
