Ms. Mousa joined Enabel in Palestine in July 2022 as the Education Expert for the Quality Education and Learning (QEL) project, under the “Youth Empowerment in a Green Palestine” portfolio. With over 30 years of experience in education, she has held leadership positions in internationally funded programmes, including USAID, the US State Department, MEPI, the Ford Foundation, and the Open Society Institute. Her work with the Palestinian Ministry of Education spans over two decades, focusing on professional development, community engagement, and a holistic approach to school improvement. She plays a key role in supporting the Ministry’s strategy to institutionalise the STEM mindset in teaching and learning, as part of its broader goals in infrastructure, well-being, and institutional development. Ms. Mousa also serves on the executive board of Dalia, a local NGO dedicated to mobilising and effectively utilising resources to empower a vibrant, independent, and accountable civil society through community-controlled grant-making.
