Ms. Cécile Martin-Phipps is an expert in sustainable development with more than 15 years of international experience in senior positions on energy policy, climate, sustainable cities and regions, capacity building and international partnerships.

She started her career as assistant to the parliamentary and diplomatic advisors of the French Ministers of Environment. She then joined the French Agency for Environment and Energy Management (ADEME) where she was in charge of developing and managing a large number of climate and energy projects in the field, securing partnerships in Africa, South East Asia, Brazil and Turkey.

She also applied her skills in the private sector by setting up partnership projects for a company specialised in solar lighting and energy access in Africa. More recently, she was appointed by the French Ministry of Europe and Foreign Affairs as Director of Communications, Events and International Partnerships at the International Solar Alliance, based in India. She plays a crucial role in the implementation of the organisation and its international recognition.

Cécile is a graduate of Sciences-po Paris in Public Administration and International Relations, Yale University School of Management with a certificate in Clean Energy Financing and Deployment, and Harvard Kennedy School with a degree in Public Private Partnerships for the infrastructure sector. 

Since 1 November 2021, she is the Director of the Institut de la Francophonie pour le développement durable (IFDD), a subsidiary body of the Organisation internationale de la Francophonie (OIF).
