Manos Antoninis is the Director of the Global Education Monitoring Report (GEMR) since August 2017. For the six previous years he was responsible for the monitoring section of the report. He coordinated the financing gap estimates for the 2030 education targets, the projections on the achievement of universal primary and secondary education completion, and the World Inequality Database on Education. He also represented the report as a member of the Technical Advisory Group on education indicators for Sustainable Development Goal 4.

Before joining the GEMR, he worked for ten years on public finance, monitoring and evaluation projects in education in Africa, Asia and Eastern Europe.
