Linda Oduor-Noah

Linda Oduor-Noah is the IFI Policy Advisor – Public Services at Oxfam International’s Washington Advocacy Office, covering advocacy and policy efforts targeting the World Bank and the International Finance Corporation (IFC). Her work focuses on advancing the right to education, right to health, and remedy, with a critical lens on the role of international financial institutions in shaping public service delivery.
Linda has dedicated her career to promoting good governance, accountability, and human rights through research, policy analysis, and advocacy.
Before joining Oxfam, Linda worked extensively on strengthening public education systems across Africa, working closely with governments, donors, and communities to advance children's rights and equitable access to quality public education. Her expertise later expanded to championing the right to health for all, with a strong emphasis on challenging the privatization of healthcare systems. Linda holds degrees in public policy and public administration from Aston University (UK) and the University of Cape Town (SA).
