Carina Omoeva, PhD, is Director of the Research and Evaluation Department at the Global Education, Employment and Engagement Business Unit of FHI 360. She oversees the research and evaluation components within FHI 360’s programming in global education, youth, workforce transition, livelihoods, and civil society and media programming within the unit.
She also leads the FHI 360 Education Policy and Data Center, a global data and research resource on education. In this role, she has led research projects on inequality and conflict, social cohesion, teacher professionalism, youth soft skills measurement, school dropout, and other research and policy analysis efforts in the field of international education.
Until May 2018, Dr Omoeva was a Co-Lead of the Education Equity Research Initiative, a collaborative partnership of organizations and individuals committed to building a stronger evidence base around equity in education. She also served as Chair of the Equity Initiative’s Measurement & Metrics Working Group to establish priority dimensions of equity and indicators for their development and common approaches to data analysis.
She holds a PhD in Comparative Education from Teachers College, Columbia University and an Ed.M. in International Education Policy from the Harvard Graduate School of Education.
