Philip studied economics and sociology at the Universities of Antwerp (BA, MA), KU Leuven (BA, MSc, PhD) and Georg-August Univ. Göttingen (MA). He spent one year at Yale University during his PhD with a BAEF Fellowship and again as a postdoc with a Fulbright Felllowship. He is a Professor of Economics at the Université libre de Bruxelles (ULB) where he teaches economic development and impact evaluation. Since October 2024 Philip works at the Institute for Labour and Society (HIVA) from KU Leuven where he leads the research portfolio on economic policy and the Welfare State. His research concerns health, education, poverty, forced displacement, migration and social policy in Africa and Europe. He has conducted longitudinal studies and implemented several RCT’s.

Philip has worked extensively with local, national and international donors and public policy agencies. He has won several international Prizes for his research. Philip was visiting professor at the University of Göttingen, Utrecht, Hanoi, Bujumbura and  VU Amsterdam. His work has been published in the American Economic Review, the Journal of Human Resources, Economic Development and Cultural Change, Journal of Development Economics, the Journal of Peace Research, the Journal of Conflict Resolution, World Development, among others.
